It will cost N485tr for Nigeria's infrastructural upgrade-NPC Minister

The Minister of National Planning Commission, NPC, Dr. Abubakar Sulaiman, says about N485 trillion is required to deliver quality infrastructure across different sectors of the economy in the next 30 years. The Minister stated this yesterday, at the Public Policy Conference, entitled: Developing Africa through Innovative Infrastructure Financing held in Abuja.

He said the N485 trillion estimates were based on sectoral growth strategies, outcome targets and international benchmarks for infrastructural stock.

Of the said amount, he explained that 33 per cent ($1.0trn) is expected to go into Energy sector; 25 per cent ($775bn) to Transport; 13 per cent ($400bn) to Agricultural, Water and Mining sectors; 11 per cent ($350bn) to Housing and Regional development sectors; 11 per cent ($325bn) to ICT; 5 per cent ($150bn) to Social Infrastructure and 2 per cent ($50bn) to Vital Registration and Security.

As part of the strategy to ensure a hitch free implementation of the plan, he said the NIIMP’S 30 years planning horizon has been segmented into medium term operational plans with five years’ time frame According to him, the first operational plan, 2014-2018, has an investment outlay of $166.1 billion (N26.0 trillion).

Sulaiman, who lamented the low level of infrastructure in the country, stated that the stock of infrastructure is the pillar of any economy and promised that the present administration would pursue the implementation of the NIIMP blueprint and ensure that the current dearth of infrastructure is upgraded from the present 20-25 percent of GDP to 70 per cent, as international standard. “As at 2012 when NIIMP was conceived, the available infrastructure stock in Nigeria was estimated between 20-25 per cent of the Gross Domestic Product, GDP, which was inadequate to support socio-economic development. The global benchmark for infrastructural stock of an advanced economy is set at 70 per cent.

“The target in the NIIMP blueprint is to raise Nigeria’s stock of infrastructure from the current 20-25 per cent of the GDP to at least 70 per cent of GDP by 2043. The level of investments required to bridge the current gap and further grow Nigeria’s infrastructure has been clearly identified and articulated in the blueprint,” said the Minister. The conference was aimed at developing innovative strategies for infrastructure financing in Nigeria.

    3 die in police/kidnappers shoot out in Anambra state



    Six suspected kidnappers engaged Anambra State Police Anti-Robbery Squad, SARS, in a gun battle at Okpoko in Ogbaru local government area yesterday November 9th, and three members of the gang were killed, while Mrs. Edith Maduekwe, who had been kidnapped by the gang was rescued.


    Mrs. Maduekwe, who was kidnapped by the suspects on October 4th, at Oba in Idemili South LGA, was rescued at an erosion site in Oraukwu in Idemili North local government area of the state.
    After the shoot out, N776, 000, one AK-47 rifle with 90 rounds of ammunition one pump action gun and 10 live cartridges, assorted charms and other weapons.

    N1.4 million ransom had already been paid by the family of the victim.

    Parading the suspects yesterday, Anambra State Police Public Relations Officer, Mr. Uche Ezeh said the leader of the gang, Charlie Parker has been on the wanted list of the Police for 4 years. He said following a tip-off, the state SARS commander, Mr. James Nwafor, a Chief Superintendent of Police, CSP, led his men to the place at Okpoko, where the suspects were sharing the loot. 

    The suspects opened fire when they saw the police and the police returned fire, killing three suspects in the process.

      20,000 sign petition after referee Peter O'Leary is spotted 'celebrating' win

      An online petition has already drawn 20,000 signatures to remove referee Peter O'Leary from the World Cup after an image appeared of him 'celebrating' with Nigeria goalkeeper Vincent Enyeama.




      The New Zealand referee drew widespread criticism after wrongly disallowing an Edin Dzeko strike after 21 minutes.
      Eight minutes later Peter Odemwingie fired the Super Eagles in front, but Emmanuel Emenike appeared to clip the heels of Emir Spahic in the build-up.
      That went unpunished and the appearance of the picture has prompted a Bosnian fan to send a petition to Fifa asking for the removal of O'Leary and the match to be changed to 1-1.
      When asked what happened in the game he said: "The referee happened. We are going home, we are sad because of that, but the referee should go home too, because he changed the result, he changed the game, and that’s why we lost.
      "We tried to come back after the goal where there was obviously a foul on our captain and before when I scored a goal it was not offside. Nigeria played good as well, but the referee was shameful for this competition."

      Bosnia were eliminated from the tournament as they needed at least a draw.
      A Fifa spokesman told The Independent: "We are aware of the photo. The interpretations of this photo that we’ve seen are baseless.
      "We have 100% confidence in the referee team and fully trust their commitment to protect the integrity of the game."

      Nigeria or Iran will progress to World Cup last 16 via a coin toss if both finish with identical Group F records


      • Nigeria and Iran could finish with identical group stage records
      • Argentina must beat Nigeria 1-0 and Iran must beat Bosnia 1-0 for it to occur
      • FIFA will flip a coin or draw one team out of a hat to decide who reaches the last 16 if the two teams finish level on points, goal difference, goals scored and head-to-head
      • Argentina have already qualified for the knockout stage

      World Cup Group F could be decided by picking names out of a hat or a coin toss – if Iran and Nigeria finish level behind Argentina.
      Ahead of the final round of group stage games, 1-0 wins for Argentina against Nigeria and for Iran against Bosnia would leave the two teams level in every variant that FIFA consider before ‘drawing lots’.
      No team has ever been eliminated from a World Cup by the drawing of lots but if results go the right way either Nigeria or Iran could consider themselves the tournament’s unluckiest side.

      Pole position: Peter Odemwingie put Nigeria on the brink of the knockout stages with this goal in their 1-0 win against Bosnia-Herzegovina 


      FIFA judge the placing in each group firstly by points, then goal difference, number of goals scored and finally the teams’ head-to-head records.
      In this scenario, with four points each, zero goal difference and just one goal each – Nigeria and Iran’s bore 0-0 draw earlier in the tournament would leave their fate to be decided by who the organising committee pick out.
      Lots have only been drawn once in tournament history – at Italia ’90. There, they were used to separate second and third place in a group when three teams went through. Republic of Ireland beat Holland to second place but both advanced to the next stage.
      Argentina have already qualified from Group F, while Bosnia were eliminated after losing 1-0 to Nigeria on Saturday.
